Allen was born May 2, 1934, in Hazen to Fred and Ella (Wolf) Miller. Allen attended school in Hazen through the eighth grade and then began working on the family farm and later helped build the Garrison Dam.  He was drafted and served in the Army from 1957-1959. While in the service, he studied automotive repair and maintenance. He received the Marksman (Carbine) good conduct medal commendation.
