Stamper was born 1 May 1829 in Fleming County, Ky. In the US Descriptive Lists of Colored Volunteer Army Soldiers, Stamper was listed as a slave of Mary Farris. In the 1830 census for Fleming County, there is only one Farris listed with slaves. Eleanor Farris had 8 slaves, with one male under 10. It is possible this is the correct family. In the 1850 census for Fleming County, there is Mary Farris listed with 13 enslaved people. Most likely this is the correct Farris family for Stamper. Stamper went by his middle name for most of his life, likely that his first name was someone he did not want to be associated with.

According to the 1900 census, Stamper married Eliza A Johnson, daughter of Julia Johnson, in Mason County, Kentucky in 1857. Eliza was born Mar 1834 in Mason County and died 21 Sep 1916 in Dayton Ky.

Stamper joined Company I the 121st United States Colored Infantry in Maysville in May 1865 (the very end of the war) as a private and was promoted to First Sergeant. In June 1865, that unit was discontinued and he transferred to company E of the 13th United States Colored Heavy Artillery unit. He was promoted to Corporal. He was assigned to garrison duty at Camp Nelson, Ky, Smithland, Lexington and other points until November 1865 when he mustered out Nov 18.

In the 1870 census Stamper Hughes was in Washington, Mason County, Kentucky with his wife Eliza and children, working as farm hand.
