Birth Certificate Information

  • You must present a valid, unexpired, government-issued photo identification. The identification must have a date issued and an expiration date.
  • Birth Certificates cost $25.00 - Cash, Credit Card (Visa, Discover, Mastercard)
  • Check or money order should be made payable to: Director of Finance. 
  • For a child's birth certificate, only parents or legal guardians (must provide proof of guardianship) may obtain a child's birth certificate.
  • For an adult's birth certificate, only the person named on the certificate, or his/her parents may apply.
  • Applicants must have been born in Maryland after 1939.

Death Certificate Information

Death Certificates may be obtained by Funeral Directors only.

There is a charge of $30.00 for the first death certificate and $20.00 for each additional copy.

The public may apply for a death certificate online at the Maryland Department of Health Vital Records page.

 

Marriage

Certified copies must be obtained from the Marriage License department located at:

9250 Judicial Way
Suite 1900
Ellicott City, MD 21043

You may request a certified copy by mail. Please include in your request:

  • Names
  • Date of Marriage
  • License Number (if known)
  • Check or Money Order

The cost for each certified copy is $5.50. The check or money order should be made payable to the Clerk, Circuit Court for Howard County. For your convenience, you may complete the Application for Certified Copy of Marriage License.

Court Records

Judicial Records Requests

Maryland's Public Information Act (PIA) provides a broad right of access to public records while protecting legitimate governmental interests and the privacy rights of individual citizens.  The PIA also allows a custodian to deny inspection of public records if access would be contrary to the rules enacted by the Court of Appeals in Title 16, Chapter 900 of the Maryland Rules (Rules).

Most court records are in the custody of a local Clerk’s office. To request those records, please contact the appropriate Clerk’s office, which is generally where the case was filed or the hearing or trial was conducted. To request a public record from the Howard County Circuit Court, contact the Clerk's judicial records representative:

Under the current Rules, many records and documents are frequently available immediately upon request, including those listed here.  Please note that there are occasions, including but not limited to when there are technical problems, when requests are made for multiple or bulk records, or when files are in active use or archived storage, that specific documents may not be immediately available.
