“Mexican-American School”

Education was a priority to the earliest residents of Matagorda County. School was held early in the settlement of most of the communities – usually under less than acceptable circumstances and with few materials.  During the 1800s, private schools were the primary avenues for educating Matagorda County students. Many plantation owners employed private tutors for their children. 

In the early 1900s, there were 32 independent school districts scattered through out the county. From Gulf Coast Industrial in Collegeport to Palacios Baptist College and Bay City Business College, educational institutions sought to meet the academic needs of the community. There were white schools for the Czech, German, Swedish immigrants, Negro/Colored schools for the Afro-American students and a Mexican-American school in Bay City and Mexican rooms in the white schools in Gulf and Palacios. 

Many men and women served as principals, teachers, and assistants in the various schools around the county. As the years rolled along, demographic patterns shifted, with villages, towns and cities expanding and disbanding along with the tides of fortune. Freezes and droughts destroyed crops, oil discoveries created boom towns, and barbed wire broke up the open range. Agriculture developed: from sugar cane along Caney Creek to cotton to rice and soy. Ranching grew as cows could pasture as  densely as one cow per ten acres on the coastal plains.

The schools reflected the changes in population and production as they consolidated. The schools began combining into districts. Between 1947 and 1949, schools in Prairie Center, Deutschburg, Ben F. Ward, Carancahua, Collegeport, Pecan City, Citrus Grove, DeMoss, Simpsonville and Turtle Bay all consolidated with the Palacios ISD.

The first mention of the Mexican-American students in Palacios is in the list showing the teachers and assignments by W.T. Pollard (1867-1924), County Superintendent on September 7, 1923. The list shows “Miss Vera Sanders, Mexican children, first, second and third grades.” By 1929,  the Palacios Beacon was reporting an “18 per cent increase of enrollment over last year... with total enrollment at 409; with 112 in the High School; 142 in the Grammar Grades and 153 at East Bay.” Mrs. Geo. W. Edwards taught in the Mexican room with Misses Dessie Sullivan, and Elizabeth Sisson (1910-1998) as assistants.

For most children with an Hispanic surname, the first third grades were taught in a Mexican room where the focus was on learning English. The first grade was broken in 1a (low level) and 1b (high level), second and third were a full year. Upon completion of English competency, students were moved into fourth grade at the 'white' school.

By the 1935-36 term, enrollment had increased with the biggest first day enrollment in history. “Also being unable to secure a suitable building for the Mexican school these pupils were transferred to the East Bay School.”    A month later in October, citizens were voting on a $50,000.00 Bond Issue for a new high school and a “modern four-room Mexican school at a total cost of approximately $2,500.00” With passage of the Bond Issue,  bids went out and Mr. James Campbell of Bay City was awarded the contract. The building, now a three-room structure, was to be “modernly equipped and … an attractive addition to the west side of the city.” Glenn McCarthy made an outright donation of six lots to the school district for the new Mexican school building.

When the 1937-8 term opened on September 6, 504 students registered. The new West Side School welcomed 37 students in the first grade and 29 in the second and third grades and the Mexican teachers were Mrs. Edwards and Mrs. Appleton. What followed was a flurry of activity as the community sought to support the West Side School.

Prof. Newsom brought Mrs. Edwards as his guest to a Rotary luncheon. She spoke on “the social programs in welfare planned for the Mexican school children and their parents and what can "Your Club" do for them. Mrs. Edwards presented her plans in such a very interesting manner that the club voted to raise $25.00 to be used for the purchase of playground equipment, which is one of the pressing needs at this time.”

The American Legion presented the West Side School with a beautiful flag.  Mr. William Clement (1898-1970) presided at the ceremony of raising the flag, and showed the children how to properly salute it. Mrs. Guy Claybourn (1893-1970), Mrs.. Geo. Hunter (1900-1984) and Mrs. Wm. Clement also attended.

The children in the first, second and third grades presented a nice program in their auditorium, and every one pronounced it a success. Quite a few of the mothers of the children attended, and they decided to meet the following Tuesday to organize a P. T. A. in cooperation with the teachers.

The visitors were very much pleased with the work being done by Mrs. Edwards and Mrs. Appleton in this school, and the interest manifested by the parents and pupils.

The West Side School responded in kind. The teachers of the Mexican school in cooperation with the P. T. A. of the Mexican school sponsored a sale of hot tamales at the West Side School, Thursday, October 14 at noon. If possible please send in your order ahead.

Many articles for Christmas gifts made by third grade pupils of the West Side School which have been on display at the Central Power and Light Office show the talent there is among the children over there and the splendid training they are receiving from their teachers, Mrs. Edwards and Mrs. Appleton (1896-1989). Many a passerby stops to admire the splendid work these youngsters are doing with the limited amount of material and tools with which they are equipped.

Entertainment at Mexican School

A large and appreciative audience enjoyed the program which was rendered at the lovely new Mexican School last Friday evening. The entertainment was planned and directed by the teachers, Mrs. Florida Edwards and Mrs. Lilla Mae Appleton.

The stage was beautifully decorated in red, white and blue. The American Flag, in its significance, formed the background.

The program revealed varied talents, and the cooperation displayed was most gratifying. Both young and old worked together to make the evening a success. The noticeable thing was that each one wished to help in some way.

The teachers of this school are to be commended on their efforts to properly train these people who are a part of the community. Providing an outlet for their talents, and directing them in wholesome entertainment will do much toward developing clean living and good citizenship among these people.--Palacios Beacon, April 14, 1938

Poppy Poster Prize Winners

As has been the custom for a number of years, the American Legion and Auxiliary, sponsored a Poppy Poster contest again this year, but offered prizes to the West Side School as well as the Elementary grades.

The winners of each have been announced and are as follows:  Linnie Wolf Elementary School, First Prize $1.00, Wilburn Bingham; Second Prize 75 cents, Jeanne Appleton. West Side School, First Prize, A group of students, 75 cents; Second Prize, Gloria Roach, 50 cents.

These prizes will be awarded at the graduating exercises of the former school Thursday afternoon, and the closing of the West Side School Thursday morning. The prize winning posters are on display in the window at the Central Power and Light Company office, and others are being displayed at the different business houses.

By the 1938-9 term, a new teacher was added to the Mexican School. West Side Mexican School listed Mrs. Florida Edwards, Mrs. Lillie Mae Appleton, and Benjamin Cavazos. Enrollment at the Mexican school had reached 75. On the School Calendar for 1938-39 term, West Side School had two activities listed:  Dec. 15 - Mexican School Christmas Program and April 13 - Mexican School Musical.

Race Relationship Program At P. T. A. Monday Evening

On Monday evening, the regular monthly meeting of the Parent-Teacher Association was held...

Following the business session, the congregation sang "America," led by the West Side Rhythm Band.

The West Side School sang, as one of its numbers, "West Side will Shine Tonight," and in the presentation of their program did just that. The various numbers which they gave revealed rare talent.--Palacios Beacon, Thursday, January 12, 1939

The entire program was dedicated to the American Legion, and a few words, emphasizing “America First, America Always,” were given by Mr. George Hunter.

A group of Spirituals, sung by the colored chorus, added further to the program.

In conclusion, the local Girl Reserves, in an impressive manner, gave the Recognition Service, recognizing the different races. The lovely costumes and songs added greatly to the service.

These programs aid in preparing the races to take their place in the community as citizens.

The attendance prize was awarded to the sixth grade.

West Side School closed the term with a program for the thirteen children, who were completing the third grade, and there by leaving the school. Rev. Cavazas, pastor of the Mexican Presbyterian Church in Corpus was the guest speaker. Rev. Gorek of the Catholic Church, and Rev. Valdez of the Presbyterian Mission also had a part on the program.

These children were congratulated for having labored under a language handicap as well as their parents, and all those who have encouraged them are to be congratulated. The teachers, on behalf of the children and their parents, thanked all those who have in so many ways contributed in helping make this school a community center, both materially and spiritually. It is a building the community can be proud of, and it now is equipped with gas and electric lights.            

The West Side also had a commencement program on Thursday evening at 7:30 o'clock, which was held in the school auditorium where a large crowd of interested parents and friends attended.

The past year has been a most successful one for the West Side under the leadership of Mrs. Edwards, Mrs. Appleton and Mr. Cavazos.

The 1939-40 term opened with nearly 600 pupils enrolled. At the West Side Mexican School where Mrs. Florida Edwards is principal and Mrs. L.S. Appleton and Mr. Cavazos teachers, 71 students are enrolled.

Executive Board Associated Clubs Hold Regular Meet

It was voted to give $5.00 from the Welfare Fund to West Side School to replenish their First Aid Kit, and $5.00 for a Child Welfare case.--Palacios Beacon, Thursday, January 4, 1940

West Side School To Have Closing Program May 23

The West Side School has its closing program May 23, at 8 p. m.

A very nice program has been prepared, being centered around the promotion of seven boys and eight girls, who will leave this school to enter the fourth grade in the Linnie Wolf school.

All those interested in West Side School are cordially invited to be present at this program.

The faculty of the West Side School last Friday visited the South Gate School in Corpus Christi. The majority of the children in this school are from Spanish speaking homes, and their problems are similar to those here. The primary rooms were visited, and the teachers and the principal, Mr. Gibson, were most kind and considerate in discussing the teaching problems and giving all aid possible to finding satisfactory solution.

In April of 1941, Palacios was dealing with sewer and water issues. “Earl Miles, civil engineer of Cuero, who had made a tentative survey of the water and sewer systems, water supply and other needs to bring Palacios sanitary conditions up to the standards required by the present congested conditions resulting from the establishment of Camp Hulen as a military training center, presented data necessary for a blanket request to the Works Programs Administration to secure assistance in effecting the necessary expansion.”

Meanwhile, Mrs. Zelva P. Harris, R.N., of the Gulf Health Dept. assisting one of the local physicians will give diphtheria immunization to the Mexican and Negro pre-school and school children of Palacios and vicinity next Tuesday morning April 15, at the Mexican school.

By January, 1942, T.W. Caffall, President, Board of Trustees for Palacios ISD was calling for sealed proposals for the construction of alterations and additions to Negro School Building and the Mexican School. Work was expected to take 5 months and expand the capacity at the Mexican School to 200 pupils.--Palacios Beacon, May 16, 1940

A 4-H Club was organized October 25, 1944 when Mrs. Hale, the county demonstrator met with the Junior girls at West Side School. Thirty-three girls were present for the meeting.

Officers elected for the club are as follows:  Julia Lee Martino, President; Esther Flores, Vice-President; Mary Louise Barrero, Secretary-Treasurer; Irene Yanes, Reporter; Jo Ann Roach, Song Leader; Mary Alberta Caravajal, Game Leader; Rosalie Ochoa, Clothing Demonstrator; Ida Mae Wilson, Sponsor.

 Mrs. Hale will meet with the club the first Wednesday of each month. Additional meetings will be held every two weeks.

Palacios West Side School Takes First In Health Poster

The Matagorda County Tuberculosis Association has made its annual awards to the school children of the county. The contest this year was in two parts, essays on the "History of Tuberculosis," and healthbooks on general health principles.

The Palacios Mexican school took first place in the health book contest the honor going to Antonio Bernal, and the following from the secretary commends the work of this pupil:

As World War II came to a close, school enrollment in the Palacios schools for the 1945-6 term only reached 693. West Side Elementary opened with 85 students and the teachers were Mrs. E.A. Louderback, Mrs, Walter Milam, Mrs. Swenson and Miss Clara Schley.

The West Side School continued to be active in the community. In October, they sponsored a Spanish Supper at the school house and contributed $8.00 to the March of Dimes campaign. They finished off the term by winning a blue ribbon for their Latin American Exhibit at the Flower.

The 1946 Palacios School Census, taken in March, enabled the district to project school enrollment for the 1946-7 school year. One list included all Palacios students with Hispanic surnames in all grades. Those students aged 6 to 8 would be assigned the West Side Elementary School. Based on the list, Palacios would be welcoming a total of 392 students of which 71 would be at West Side.

For the next two years, the school district opened the term with teacher vacancies. But teachers were hired, and the school continued their work. As the West Side School grew, the schoolhouse  became a center for community gatherings, a place where parents and children alike felt at home. It was often a place of outreach to the Mexican-American community.

On Thursday evening, October 27, 1949, the West Side School hosted a  program on the progress of the T. B. Association in this section with Mr. R. C. Ortega of Austin as guest of honor. Mrs. J. J. Harbison, member of the board of the Matagorda County T. B. Association, introduced Mr. Fred Garcia who promptly introduced the speaker of the evening, Mr. R. C. Ortega who left with all the thought that through education and cooperation the fight against Tuberculosis will be won. Mrs. D. M. Rimmer of Bay City, executive secretary of the County T. B. Association, was introduced and spoke briefly on the work being done.

By 1951, new schools were on the agenda again for Palacios ISD. After an evaluation by Dr. T.H. Shelby, dean emeritus of the Extension Division of the University of Texas to the Palacios ISD, he advised that “the West Side School should be discontinued and all of the students placed in one school. Perhaps some of the materials in the West Side School could be used in modernizing and improving the building on the East Side... If it should be decided to continue the present West Side School, it would necessitate a cafeteria and an auditorium or a combination of the two. This plan involves so much extra cost for administration, et cetera, that it is not recommended as a feasible plan.”

A mass P. T. A. meeting was called on Tuesday afternoon for Superintendent Newsom to explain the School Bond Election to decide on the $700,000 Improvement Program. He also explained that the West Side Elementary School's forced closing (it was operating only as an emergency measure) would greatly increase the load on the rest of the buildings for grade and junior high pupils, unless construction can begin soon on the two proposed buildings. The state could force the closing of the West Side School at any time because of the segregation law, Mr. Newsom added.

In such a case, children in the elementary school age bracket would probably be able to go to school only half a day, Mr. Newsom said, until more space could be provided for them.

The voters approved the Bond Issue. When the new elementary and junior high were ready, the West Side Elementary School would close and all the children would be moved to East Side Elementary and the new elementary school. West Side closed in 1952.

The history of the West Side School is the story of an “underclass” slowly making its way to equality. Once West Side School existed, it was as though the Mexican-American community had a place in Palacios. The community of Palacios reached out and the Mexican-American responded. Change came slowly, but it came. And those schools, the ones that are still standing are a reminder of a people's resourcefulness.

If or when the new building is built, the present high school building will be remodeled and rebuilt for the grammar school. The East Bay building will be torn down and a Mexican school will be built of it. This will put the high school students together, the grammar school students together, and the Mexicans together.

Contract Let For A New Mexican School Building

At a meeting of the school board Monday night the contract for the construction of a new school building on the West side was let to James Campbell, of Bay City, he being the lowest bidder. Work orders were issued to begin within ten days from time of awarding contract and we learn Mr. Campbell expects to begin immediately and have the job entirely completed by the time school opens in September.

The building is to be a three-room structure, modernly equipped and will be an attractive addition to the west side of the city. A plot of four lots adjoining the Presbyterian Mission on the west has been secured for the building which will give ample playground for all the children.

Mrs. George Edwards and Mrs. L. S. Appleton have been selected as teachers for this school.

Work on the new West Side school house is progressing nicely. The frame work is practically completed and Mr. James Campbell, the contractor assures the board the building will be completed and ready to use by the time school is to open in September.

Glenn McCarthy Donates Site For Mexican School
Oil Operator Shows Progressive Spirit By Donating Six City Lots

Announcement is made by the Palacios school board of the outright donation of six lots by Glenn H. McCarthy to the school district, for the site of the new Mexican school building which is practically completed.

This is further proof of the progressive spirit of Mr. McCarthy and we believe the entire citizenship of Palacios is deeply appreciative of this gift.

Mexican Boy Scout Troop Enjoys Hike

The recently organized Mexican Boy Scout Troop went on an overnight hike last Friday to the beautiful Crawford property on Cash’s Creek. Those going on the hike were Jesse Rodriguez, Ruben Lira, Jimmy Flores, Jesse Flores, Homer Aparicio, Otavia Alamia, Gantran Alamia, John Mica, Bernard Aparicio, Nino Garcia, and Julio Lopez. James Runkle and Bill Gray accompanied them. W. H. Clement, Sr., Rev. G. F. Gillespie and Jean [Gene?} Sandusky went out for a while Friday evening, at the request of the Scoutmaster. Rev. Gillespie addressed the troop on the significance of the Scout Oath.

West Side School Appreciates Cooperat'n

The West Side primary school has three teachers this year, one for each of the grades.

The teachers and the children wish to thank all who have so kindly cooperated with us. We are sponsoring tamale sales this fall and winter to secure money to buy playground equipment. We made $9.50 on our last sale, 75 cents of which was used to buy medicine, adhesive tape and gauze and $9.00 is to be applied on our Giant Strides which Mr. Newsom has ordered.

Especially do we wish to thank Mrs. Stone who so kindly donated a beautifully framed copy of George Washington, and also of Lindbergh. Then Mrs. Stone gave us $1.00 for our playground fund. We wish to thank Mrs. Nester for her kind interest in giving us $1.00 for this fund. The women, about twelve in number, mothers and friends of the children came over to the school and worked so faithfully in making the tamales. The teachers bought the ingredients and supervised the work, in order that the public might be assured they were getting a standard product, cooked and prepared under sanitary conditions. We wish to thank these women for their work, as well as all those who patronize us.

We make good use of our piano, and every morning all assemble in the auditorium for 30 minutes of music. Good citizenship is stressed in every way.

The children have made good use of the swings and chinning bars which the Rotary Club gave us last year. The American Legion gave us our flag.

So we again thank everyone who encouraged our school, and feel the children's lives have been enriched and broadened by such manifestations of your interest in them.

West Side Pupils Given Party

Pupils of the West Side school who have birthdays during the month of November were entertained with a party last week sponsored by Mrs. Vernon Hurd and Mrs. T. W. Caffall. Two birthday cakes with glowing candles, amusing paper caps and a cup of hot chocolate for each guest made the afternoon a most happy one for all. Music was furnished by the Rhythm Band and Mr. Cavasos. Other guests present were Mrs. Stone, Mrs. Backen and Mrs. G. H. Crawford.

Race Relationship Program At P. T. A. Monday Evening

On Monday evening, the regular monthly meeting of the Parent-Teacher Association was held...

Following the business session, the congregation sang "America," led by the West Side Rhythm Band.

The West Side School sang, as one of its numbers, "West Side will Shine Tonight," and in the presentation of their program did just that. The various numbers which they gave revealed rare talent.

Washington's Birthday Observed by West Side School, Wed.

Washington's Birthday was observed  with appropriate exercises by pupils of the West Side School on Wednesday afternoon.

The program included songs, readings and recitations by the pupils, members of the first, second and third grades. Good citizenship is being stressed in the training of the children and the response they give is wonderful. "America" as sung by them at this program gave you a real thrill, for the expression and earnestness in which they did parts.

An Aeroplane Club for the boys is helping them to better understand how to work together, and a Club for the girls is doing a like thing for them.

Mrs. Edwards, Mrs. Appleton and Mr. Cavazos compose the faculty to guide these youngsters in their first steps of school work and are to be commended for the very fine work they are doing. Mrs. Dodd was in charge of the first graders, Wednesday afternoon due to the illness of Mrs. Appleton.

We enjoyed our visit with them as did the others who were present as guests and we noted with pleasure that a number of the children's mothers and other members of the families were interested visitors.

Closing Exercises W. Side School Next Thurs. Night
Rev. Cavazas, Corpus Christi, To Be Guest Speaker AT Program

West Side School is closing the term with a suitable program for the thirteen children, who are completing the third grade, and there by leaving this school.

Rev. Cavazas, pastor of the Mexican Presbyterian Church in Corpus will be the guest speaker. Rev. Gorek of the Catholic Church, and Rev. Valdez of the Presbyterian Mission will also have a part on the program.

These children have labored under a language handicap and they, and their parents, and all those who have encouraged them are to be congratulated.

The American public school system plays a very important part in helping children grow into good American citizens, able to earn a better and happier livelihood.

The teachers, in behalf of the children and their parents, which to thank all those who have in so many ways contributed in helping make this school a community center, both materially and spiritually.

It is a building the community can be proud of, and it now is equipped with gas and electric lights.

Two lovely sets of reference books have been donated, one, "The Book of Knowledge," appealing especially to children, and the other beautifully illustrated, is most helpful to the older children and teachers.

Under the auspices of Mrs. Vernon Hurd, and with the co-operation of various churches, lovely birthday parties have been given each month, making the year one never to be forgotten by these children.

Substantial donations have been given, and thru the co-operation of Mr. Newsom, and the School Board, the money has been enabled to go a long ways in providing play ground equipment. Part of the material was given by them. Seesaws, volley-ball court, and giant strides have in this manner been provided this year.

The boys and girls have made good use of the ball ground they leveled off for us.

Thru the generosity of the American Legion and Auxiliary the third graders were able to earn some extra money, to be used on their closing program, making posters.

The nicely framed pictures of famous American citizens, will long remain there as an inspiration to would-be Americans and a testimonial of the love and interest of the donors.

The parents have been most kind and generous to co-operate in every way possible, and so to each and everyone, we extend our sincere appreciation for all you have done to make this a successful and happy year.

Palacios Schools Opened Monday With Nearly 600 Pupils Enrolled

West Side School To Have Closing Program May 23

The West Side School has its closing program May 23, at 8 p. m.

A very nice program has been prepared, being centered around the promotion of seven boys and eight girls, who will leave this school to enter the fourth grade in the Linnie Wolf school.

All those interested in West Side Schools are cordially invited to be present at this program.

The faculty of the West Side School last Friday visited the South Gate School in Corpus Christi. The majority of the children in this school are from Spanish speaking homes, and their problems are similar to those here. The primary rooms were visited, and the teachers and the principal, Mr. Gibson, were most kind and considerate in discussing the teaching problems and giving all aid possible to finding satisfactory solution.

West Side School Sets Goal As Bond A Week In Campaign

The teachers of West Side School are proud of the patriotism shown by the children and patrons of that community. During the week, from November 9th through November 13th, the children bought defense stamps amounting to $23.90. Catarina Guiterrez of the 6th grade and Bernardo Estrada of the 5th grade tied. Each buying $1.40. The high honor went to Chercho Garcia of grade 1A who bought $1.80. The goal of these children is to average a bond a week. Let's give them a boost.

New 4-H Club Organized At West Side School, Oct. 25

A 4-H Club was organized October 25, 1944 when Mrs. Hale, the county demonstrator met with the Junior girls at West Side School.

Thirty-three girls were present for the meeting.

Officers elected for the club are as follows:

West-Side School Has Valentine Party

Valentine Day was a gala day at West Side School. Before Christmas the children sold about $65.00 in Tuberculosis seals. They were divided in two teams "Reds" and "Blues" and the Blues lost, so they entertained with a Valentine party from 3:00 until 4:00 o'clock. The children played Bingo until 3:30 and each winner was given a valentine. Refreshments of cocoa, cookies and mints were then served.

Palacios West Side School Takes First In Health Poster

The Matagorda County Tuberculosis Association has made its annual awards to the school children of the county. The contest this year was in two parts, essays on the "History of Tuberculosis," and health-books on general health principles.

The Palacios Mexican school took first place in the health book contest the honor going to Antonio Bernal, and the following from the secretary commends the work of this pupil:

Latin-Americans Hear Progress Of T. B. Association

On Thursday evening, October 27, 1949, the West Side School was the setting for a most pleasant and informative program on the progress of the T. B. Association in this section with Mr. R. C. Ortega of Austin as guest of honor.

The school rooms were beautiful with their Hallowe'en decorations, the work of the pupils of this school.

The Reverend Father V. J. Bily offered an invocation preceding the Mexican dinner which was a covered dish meal furnished by the patrons who attended.

After the dinner, guests were favored with string music and several specialty dance numbers typical of Old Mexico, which were introduced by Mr. Gene Gutierrez.

After the program, Mrs. J. J. Harbison, member of the board of the Matagorda County T. B. Association, introduced Mr. Fred Garcia who promptly introduced the speaker of the evening, Mr. R. C. Ortega who left with all the thought that through education and cooperation the fight against Tuberculosis will be won.

Mrs. D. M. Rimmer of Bay City, executive secretary of the County T. B. Association, was introduced and spoke briefly on the work being done.

Much of the success of the meeting is due Mrs. Lauderback, principal of the West Side Elementary School, her efficient staff of teachers, and the pupils.

200 Attend West Side School's "Tom Thumb Wedding" Monday

Over 200 people attended the West Side Elementary School's "Tom Thumb's Wedding" Monday night, the first public entertainment sponsored by the school since the war.

Climax of the evening of varied attractions was the wedding, complete with bride and groom, who wore the traditional bridal veil and train of satin.

The couple was attended by a complete set of bridesmaids, groomsmen, and many guests.

Starting off the evening of gaiety was a square dance of eight couples.

A big hit of the night was the Brownies' Flirtation, in which eight boys dressed and flirted with eight girls dressed to represent flowers. The boys were costumed to represent a cowboy, Uncle Sam, a Chinaman, a dude, a sailor, a soldier, an Indian, and a policeman.

Another feature attraction was a dance by eight girls dressed as sunflowers.

Tony Rodriguez and his orchestra played for the audience between acts.

The program was a benefit affair for the school.

1950-51 Mexican-American School

Located on north side of Morton Ave., between 9th and 10th Streets. Spanish-speaking children shown in front of school. All children were eventually transferred to the "white" schools when desegregation began. School was later used by the LULAC for their meetings, rented out for community birthday parties, sock hops, etc. It was eventually torn down and replaced by homes.

New Cub Scout Organization To Be Formed At Meeting Friday Nite
West Side Boys 8 - 10 Urged to Attend

A new Cub Scout organization is in the offing on the West Side. Parents of boys of Cub age, 8 - 10, are asked to attend a meeting tomorrow night (Friday) at 7:30 at the West Side Elementary School, Mrs. A. E. Louderback, principal, has announced.

"Cubbing, the younger brother program of the Boy Scouts of America, gives boys and parents lots of interesting things to do together," the principal explained. "Boys learn games, handicraft, rules of health, patriotism, obedience, and respect for elders."

Cub-age boys on the West Side have expressed an almost unanimous desire to become Cubs, but without the cooperation and willingness of parents to work with the Cubs it is impossible for the Boy Scout Council to provide this program, Mrs. Louderback declared.

Boys who wish to become Cubs are welcomed to attend the meeting if one or both of their parents are with them. They should bring 50 cents, the annual registration fee.

Representatives of the Boy Scout Council will aid in organizing the new unit of Cubs.

New Cubs To Get Badges At Meeting Friday At 7:30 P. M.

Cub scouts of the new Pack 79 are scheduled to receive their badges Friday night at 7:30 at the West Side Elementary School. It will be the first pack meeting of the scouting unit, sponsored by the Greenwood-Curtis Post of the American Legion.

Committee members, three den mothers and their assistants and parents of about 15 Cubs will be on hand to participate in and witness the ceremonies. Parents of the Cubs will pin the badges on their offspring.

Den mothers and their assistants have been attending classes in Cub work for the past several weeks. Rev. Jesse Legg, Cubmaster for the pack will be in charge of the meeting.

Five Cubs In New Pack Receive Pins Last Friday Night

Five Cub Scouts of the new Pack 79 received badges in ceremonies at the West Side Elementary School Friday night. Seven adult Scout workers also received pins.

Robert Gonzales, Daniel Sanches, Alford Tijerina, Joaquin Rocha and Raytij Erina were the Cubs receiving their first Scout badges.

Other members of the troop are Blas Garcia, Ruben Gutierrez, Tony Perez, David Moll, Edward Miller, Randy Hart, Bill Leach, Elton Brunet, Leland Pete, Delmar Williams, Mike Gatica and Fred Rojas.

Mrs. Helen Garcia and Mrs. Guadalupe Campos were presented den mother pins. Mrs. Ira Pete also is a den mother.

Committee members receiving pins were Eugene Gutierrez, chairman of the Pack committee; Joe Tijerina, Will E. Turner, who will teach handcraft, and John J. Glardo. Other committee members are W. T. Perez, Fred Hernandez, Nick Garcia, Benito R. Vela, and Walter Roach.

School Heads Announce Dates For Registration

School principals have announced registration dates that will end summer vacation for more than 1,000 Palacios school children. Classes for all of them will begin Tuesday, September 4.

West Side Elementary School and the Colored School will hold registration August 30, 31, and September 1, from 9 a. m. to 3 p. m. each day.

Old Toys Needed

Over 1,000 Enrolled in Schools
West Side Elementary 90

West Side Elementary School had about 90 enrolled Wednesday, compared with 80 a year ago, Mrs. Eleanor Louderback reported. That school probably will have a larger increase percentage-wise than any other.

City Council...

William C. Gray Jr. and Jimmy Flores, representatives of Lulac Council 184, appeared before the council to request permission to use monitor signs near the West Side Elementary School in order to decrease the traffic hazard to school children there. The signs will be similar to those provided by the Lions Club for the East Side Elementary School. The request was approved.

West Side Elementary School Rummage Sale Scheduled Nov. 20

Anyone who has "a white elephant" he wishes to get rid of is invited to take it to the West Side Elementary School for the rummage sale scheduled there November 20, according to Mrs. Louderback, principal.

Old clothes and anything else of value will be accepted for the sale and all proceeds will be used to purchase needed equipment at the West Side School, Mrs. Louderback said.

Health Committee To Present Free Show, Refreshments Tonight

The newly formed West Side Health Committee, sponsored by the Lulac Council with the Cooperation of the county health officer, will present a free movie at the West Side Elementary school to night (Thursday) at 7:30, according to Eugene Gutierrez, chairman. Refreshments will be served free of charge, and the public is invited.

Mr. Gutierrez said the program will start the committee's efforts to improve the health of the community. Future programs will be arranged according to the needs and desires of the people who attend.

Members of the committee are Nick Garcia, the Rev. Vaclav J. Bily, and the Rev. Bernardino del Pozo.

Dean Explains Needs of Palacios Schools

A new elementary school for the lower grades, a new junior high school, and additions to the senior high school plant are the recommendations made by Dr. T. H. Shelby, dean emeritus of the Extension Division of the University of Texas to the Palacios Independent School District, according to a revised report issued following a recent meeting with the trustees here.

Here is Dr. Shelby's summary of recommendations as revised:

"...It is my belief that the West Side School should be discontinued and all of the students placed in one school. Perhaps some of the material in the West Side School could be used in modernizing and improving the building on the East Side.

"There are 85 pupils at the West Side and two sections of 65 or 70 pupils of the sixth grade at the present junior high school.

"From these facts it is plain that we have an immediate need for about eight classrooms, if the West Side School is discontinued...

"If it should be decided to continue the present West Side School, then some of the pupils now going to the East Side School could be assigned to that school. It would necessitate, however, a cafeteria and an auditorium or a combination of the two. This plan involves so much extra cost for administration, et cetera, that is not recommended as a feasible plan.

Schools To Take Long Vacation After Several Parties Next Week

Following appropriate Christmas programs next Thursday and Friday, Palacios school children and their teachers will adjourn for the long 16-day recess. Schools will open again on Monday, January 7.

West Side Elementary School will start off the round of Yule programs Thursday night, December 20, at 7 o'clock with the showing of two film strips, "The Night Before Christmas" and "When The Littlest Camel Knelt," to be following by the visit of Santa Claus and presentation of gifts from the tree.

Dean Shelby's Evaluation Shows Where Palacios Schools Are Lacking

"The West Side Elementary School houses three primary grades and since it is located in the section of the city where Spanish-Americans live, it is attended largely by children of this origin. There is, however, no segregation rule and a few children of Anglo-American nationality are in attendance.

"This building is in fair condition and has ample room for the three grades of small children in attendance. There were 85 enrolled as of October 3. In time this building might be discontinued or enlarged to meet the needs of a west side elementary school. If the latter is done, it will need an auditorium and a cafeteria.

Voters of District to Decide on $700,000 Improvement Program
P. T. A. To Sponsor Mass Meeting On Proposal At 8:30 P. M. Friday

At the P. T. A. meeting Tuesday afternoon Superintendent Newsom explained to the group that the West Side Elementary School's forced closing (it is operating now only as an emergency measure) will greatly increase the load on the rest of the buildings for grade and junior high pupils, unless construction can begin soon on the two proposed buildings. The state could force the closing of the West Side School at any time because of the segregation law, Mr. Newsom added.

In such a case, children in the elementary school age bracket would probably be able to go to school only half a day, Mr. Newsom said, until more space could be provided for them.

Troop 79 News

The Boy Scouts of Troop 79 held a meeting at the West Side School. The meeting was opened with the Scout Oath. The boys were drilled on the Morse Code by Mr. Bolen. Some boys were partially tested on the Tenderfoot requirements. Some were tested on the Second Class requirements. They were told about going to Camp Hudson. Boy Scout Troop 79

Boy Scouts of Troop 79 met at the West Side School Friday night.

Billy Gray talked to us about the fourth scout law, "A scout is friendly."

At 8 o'clock Saturday morning we left on a hike. At the rifle range the Panthers won first, the Rattlesnakes, second, and the Falcons, third. Jerry Viscarra, our instructor, showed us how to hold and use a rifle. Later we went swimming in the river.--Clarence Ripke, reporter.

The Boy Scouts of Troop 79 held their meeting at the West Side Elementary School. The meeting was opened with the Scout Oath and Abelardo Flores called the roll. H. C. Bolen gave an instruction on the Morse Code, teaching us letters and a few words.

Local School Enroll 965 On Opening Day
Drop in Attendance Credited to Work in Cotton Fields

...West Side School on Morton registered some 75 students Tuesday with a final of 100 expected. Some children are still in the cotton fields, Mrs. Eleanor Louderback, principal, declared. They will report for school when work in the fields is completed, she said. The school is not crowded at the present time but the first grade shows signs of being crowded. Three teachers will teach at West Side School.

Two Training Courses For Den Mothers Now Underway

The other course, set up primarily for Latin-American parents, will begin next Wednesday night at the West Side School from 7:30 to 10:30 p. m. The course is also open to anyone interested in the Boy Scout or Cub Scout movement.

Scout Troop No. 79

The Boy Scouts of Troop 79 held a meeting at the West Side School Tuesday.

Contran Alamia is now our assistant scoutmaster and Robert Diaz and Ernest Diaz are new members of our troop.

The meeting was opened with the Scout Oath. Plans were made for the wiener roast we are going to have Friday. We will leave at 3 p. m. and return about 8:30. Each scout contributed 10c for soda pop. In about three weeks we plan to take a hike. Registration cards were passed out and after Chinese tag was played the meeting closed by repeating the Scout Oath.

Paul Campos, our scoutmaster, has spoken to Mr. Johnson about a room at the West Side School that could be used as a den for our meetings and where we could keep our supplies.

Walter Orr Appointed Elementary School Principal By Trustees

The LULAC organization with John Peres as spokesman, purchased the east wing of the West Side School which has been closed with the building of Central Elementary School.

The Latin-American club will develop a Community Club House on the site with Nick Garcia, Mary Ottino and Gene Gutierrez as trustees.

The remaining two rooms are to be sold to the Presbyterian missionary at some future date.

Boy Scout Troop 79

Last Saturday the boys of our Troop met at the West Side Elementary School and helped clean the yard, cutting the weeds and grass, so that we may hold our meetings there.

Monday night, we held our regular meeting at the school and planned our two day hike to be taken just before Halloween. Review of first aid was given with Leonard Gutierrez, Pete Ramos, Rudy Diaz, and Alfonso Trevino taking the review.

Boy Scout Troop 79

Seventeen boys attended the meeting of Boy Scout Troop 79 Monday night. The meeting was opened with the Scout Oath and the Pledge of Allegiance. Four new members entered the troop. They were Marco Polo Salinas, Alvin Salinas, Aaron Del Pozo and Manuel B. Ramback.

The following boys received membership and tenderfoot cards: Robert Diaz, Ernest Diaz, Daniel Rivas and Louis Solis. Our helpful Assistant Scoutmaster, Mr. Lake presented the cards.

L. A. Y. O. Organized For Latin Americans

A Latin American Youth Organization has been organized in Palacios by Nick Garcia. The purpose of the L. A. Y. O. is to keep minors off the streets. The old West Side School house has been established as the organization's headquarters. All kinds of recreation will be provided for boys ranging from 12 years of age to about 20. At the moment the club is in financial need and also lacks a board of directors.

Mr. Garcia's brainchild, the L. A. Y. O. has grown by leaps and bounds. At the first meeting only about 20 boys joined. At present about 65 boys have bought membership cards and are now full-fledged members.

Club officers have been elected. They are Jesse Alvarez, president; Joe Rodriguez, vice-president; Arthur Alamia, secretary; Abelardo Flores, treasurer and Bobby Buckley, doorkeeper.

There are basketball games going on in the L. A. Y. O. building every afternoon. The building is open every day from 4 p. m. to about 10 p. m. As soon as the club is able to raise more money there will be other kinds of recreation besides basketball. The L. A Y. O. will try to have many athletic as well as social activities.

A board of directors is in the process of being selected. Besides Mr. Garcia, the board will include Gilbert Duran, Octavio Alamia, Florence Garcia, August Gonzales and Johnny Perez. All men who are interested and are willing to help the club are urged to attend the meeting Friday at 7:30 p. m. at the L. A. Y. O. building.

Y-Teen Club To Hold Tamale Sale Saturday

Tamales will be sold by the Y-Teens Club Saturday, March 22 at the West Side School starting at 11:00 a. m.

Recreation Assn. Asks Help In Demolishing Building For Center

When the Palacios Recreation Association bought the West Side School building, it was given a time limit for tearing down the building and getting the property cleared.

As time is running short, the association has "Chuck" Williams on the job of demolishing the building. He will also show any man or teenage boy who is willing to volunteer a few hours work what to do and how to do ti. The more volunteers who help, the sooner the demolishing job can be completed, and the construction of the recreation center started.

Boys, Girls Schedule Two Softball Games Here Friday Night

Good, fast softball and plenty of it is on the slate for Friday night at the local Little League diamond...

The price of admission is only 25c for adults and 10c for children for an evening of entertainment that promises laughs, as well as fast action baseball. The proceeds from the game will go to the Palacios Recreation Association and will be used to help defray the expense of wrecking the West Side School building.
